The New York State Association of County Clerks (NYSACC) honored Tim by naming him as the New York State County Clerk of the Year at the Association’s 2017 annual conference, held in June in Lake Placid, NY. The County Clerk of the Year is chosen by a vote of the State’s 63 County Clerks at the Association’s annual conference.
NYSACC also honored Tim at its 2017 Annual Conference with a 2017 Annual Achievement Award for his leadership in electronic filing in the State’s court system, particularly for his service as the court-appointed Chair of the New York State Office of Court Administration Committee on Supreme Court Civil E-Filing and as Co-Chair of NYSACC’s Legislative Committee.
Tim was again recognized by his fellow County Clerks with a 2016 Annual Achievement Award for championing electronic systems in the County Clerk’s office and support of expansion of e-filing of court records throughout New York State.
The National Association of Counties’ 2013 Achievement Award was presented in recognition of the Office of the Westchester County Clerk’s successful implementation of eRecording of Land Records in Westchester County. After successfully lobbying for the passage of legislation allowing for the electronic recording of land records in New York State, the Office of the Westchester County Clerk was the first recording office in the state to record an electronically submitted land record on the morning of September 24, 2012, the day the eRecording legislation took effect.
The Center for Digital Government presented its 2013 Best of New York Best In-House Developed Application award for the Property Records Electronic Portal (PREP) System, implemented to improve efficiency in recording land records, further reducing the time for documents to be recorded and potential for errors by streamlining the document examination process and eliminating data entry redundancies. Further time and cost efficiencies are realized by the PREP System through partnerships with State and local agencies to electronically transmit transfer tax documents, which were previously executed in triplicate and physically mailed to the necessary agencies. Upon passage of legislation allowing eRecording of land records in New York State, the PREP System provided the framework necessary for the implementation of eRecording in Westchester County.
Tim was honored by the NYSACC with a 2012 Annual Achievement Award for leading the State to legislation allowing for the electronic recording (eRecording) of land records, saving millions of dollars statewide.
Tim was honored in June of 2010 by his fellow county clerks in recognition of his contributions to the New York State Association of County Clerks (NYSACC). The award recognized Tim’s strong advocacy of legislation permitting the electronic recording of land records which will save tens of millions of dollars throughout the state. Tim worked with the Governor’s Office, the New York State Department of Finance and Taxation, the New York State Office for Real Property Tax Services, the Office for Technology, the New York State Land Title Association, the New York State Bar Association, and the New York Bankers Association, to craft legislation supported by the Governor and introduced in the Senate.
The Office of the Westchester County Clerk received a 2010 Achievement Award from the National Association of Counties (NACo) for producing the PREP System as a model land records system and promoting “quality, efficient, and responsive management and administration.”
Tim’s vision and leadership with respect to technology was recognized by the Center for Digital Government who presented him with the sole 2010 Best of New York Excellence in Leadership Award.
Tim accepted this award on behalf of the County Clerk project team who developed the PREP System for recording of land records, which was recognized for best practices and information technology innovation. The PREP System introduced numerous efficiencies in the examination, scanning and recording of land records, which further cut down the time and cost of recording land records in Westchester County
The online search portal, Westchester Records Online (WRO), designed and developed by Tim’s project team earned this national recognition from the Center for Digital Government. WRO provides easy online access to the Land and Legal records maintained by the Office of the Westchester County Clerk, and is accessed by users around the Country and the world. Banks, title companies and attorneys from around the Country are more easily able to conduct business in Westchester County due to the online availability of documents which were previously only accessible within the County Clerk’s office.
